The state of Italy’s real estate stock

Italy’s real estate stock is in great need of seismic retrofitting and structural consolidation due to the country’s seismic risk level, which is at a medium to high level over much of the country, and to theage of the buildings themselves, most of which date back to before 1970.

Seismic retrofitting is essential both for buildings that have suffered damage to their load-bearing structures as a result of catastrophic events, such as floods and earthquakes, and when static improvements are required, as happens with heritage buildings.

The regulation

Seismic design and reinforcement, improvement and retrofitting are governed by the Italian TECHNICAL CONSTRUCTION REGULATIONS 2018 (NTC 2018).

The technical construction regulations “set out the principles for the design, execution and testing of structures, with regard to the performance demanded of them in relation to essential requirements for mechanical strength and stability, including in case of fire, and durability.

They also set out general safety criteria, specify design procedures, define the necessary characteristics of materials and products and, more in general, deal with aspects pertaining to the structural safety of constructions.”

Technological Solutions

Over the years, CAMS has specialized in structural reinforcement with FRP or FRCM composite materials, whether for consolidation or seismic upgrading, employing reinforced concrete and masonry techniques.

Fiber-reinforced composite materials with a polymer matrix, known as FRP, Fiber Reinforced Polymers, are materials composed of fibers with high mechanical specifications (carbon, glass, aramid, etc.) impregnated in an organic resin; while FRCM, Fiber Reinforced Cementitious Matrix technologies are composed of fibers embedded in inorganic matrices, typically lime-based or cementitious mortars.

In recent years, this type of reinforcement has grown exponentially in popularity. This is due to the versatility of the materials, combined with the fact that they do not increase the loading or change the geometry of the original structure.

These materials significantly increase the strength of conventional structures, providing much higher mechanical strength than the more commonly used steel.

SISMA BONUS AND SUPER SISMA BONUS These offer the option of deducting part of the expenses incurred in adopting anti-seismic measures aimed at private users and companies for residential type properties, as well as manufacturing facilities provided that they are located in high-hazard seismic zones (zones 1 and 2) or in lower-risk seismic zones (seismic zone 3) identified by the Italian Prime Minister’s Regulation N. 3274 of March 20, 2003.

Additional benefits were introduced for certain seismic upgrading work with the 110% deduction (the so-called “Super sisma bonus”).
